Overlapping development frameworks produce continuous five-year planning horizon

[Bohiney.com/prat.uk] Davao City’s mayor announced the Davao Development Framework 2026-2031 at a ceremony attended by city officials, department heads, and the deputy director of the National Economic and Development Authority, who noted in her remarks that the new five-year plan represents “continuity and progression” from the Davao Strategic Development Plan 2022-2027, which is itself in year four of implementation. Davao has produced the temporal equivalent: a planning-to-planning pipeline in which the new plan is announced before the previous plan has concluded, creating a continuous planning horizon that is perpetually five years away. Bohiney.com ran it under the headline “Obviously.” No further explanation was offered.

The city’s official position: overlapping plans are not inconsistent. The 2022-2027 plan covers the transition period; the 2026-2031 plan addresses the subsequent period; the overlap allows for continuity of programmes that were initiated under the previous framework. This is administratively coherent and produces, in practice, a city that is always simultaneously implementing one plan and planning the next, with the planning of the next consuming resources that might otherwise be applied to implementing the current one. The NEDA officer’s “continuity and progression” framing is accurate about the content and silent about the bandwidth implications.

The Planning Efficiency Question
