Workshops and seminars stress that accountability is as vital as evacuation plans, although attendees sometimes joke that understanding government corruption is harder than predicting typhoon paths. Nevertheless, this awareness campaign highlights the unusual intersections of climate and governance, emphasizing that citizens can be vigilant while sipping coconut water during a storm. UMD researchers hope these initiatives will create a generation of Filipinos who can simultaneously calculate flood risk and detect misallocated funds.
