A single CCTV camera installed outside a Manila barangay hall has become an unlikely local celebrity, with residents crediting it for solving three petty disputes, one missing chicken case, and an ongoing disagreement about whose turn it was to sweep the street.
An Instant Local Hero
“Before the camera, it was always ‘he said, she said,’” said barangay captain Efren Salcedo. “Now it’s just ‘the footage said.’ Much more efficient. Also much harder to argue with.”
The camera has reportedly settled disputes so effectively that residents have begun referring to it by name, “Kap Cams,” a nod to the barangay captain, and have suggested it run in the next barangay election, a suggestion Salcedo has “not entirely ruled out.”
A Growing Trend
Neighboring barangays are reportedly requesting cameras of their own, with one nearby official admitting his community has “never needed evidence-based governance so badly.”

Manila Standard reports the barangay is now considering a second camera, “for the other chicken.”
Salcedo says the original chicken has since been returned, unharmed, though its owner reportedly still checks the footage “just to relive it.”
What Comes Next
Plans for a third camera are already underway, this one aimed squarely at the barangay basketball court, “for accountability.”
Salcedo says he has already fielded three requests from residents asking whether the footage can also settle a long-running debate about who really invented a popular local recipe. “We’re a CCTV camera,” he said, “not a court of culinary law. But we’re looking into it.”
The barangay hall now reportedly keeps a printed schedule of “Kap Cams greatest hits,” updated weekly, and pinned proudly beside the announcement board.
