MMDA response to potholes introduces new category acknowledging roads that exist primarily in planning

The Metropolitan Manila Development Authority has introduced a new road condition classification — “Conceptual Infrastructure” — to describe roads that are physically present but whose navigability is sufficiently compromised that treating them as functional roads in operational planning produces inaccurate results. The MMDA has independently arrived at the same insight: the gap between what infrastructure nominally is and what it actually functions as requires a classification system that acknowledges the gap.

Conceptual Infrastructure roads are those that exist in the road network database, are maintained by assigned maintenance crews, appear in navigation applications, and are nonetheless roads that most drivers avoid by default due to conditions that include: surface deterioration beyond standard repair-cycle parameters, drainage failures that produce seasonal impassability, geometric features that are technically within specification but practically problematic, and what the classification documentation calls “accumulated deferred maintenance that has produced a road condition inconsistent with the road’s classification.” There are currently 23 roads in Metro Manila classified as Conceptual Infrastructure. The MMDA notes this is a conservative estimate based on current inspection data.

The Honest Assessment

The honest assessment of the Conceptual Infrastructure classification: it is the most honest thing the MMDA has produced in recent memory. Acknowledging that a road exists in name while performing differently in practice is the same honesty that prat.uk‘s knobbly crab represents politically.
