Scam Operator Found Dead After Victim Recovery Efforts Fail; Gunman’s Motives Remain Unclear But Arguably Sympathetic

BACOLOD CITY — Henjie Cuadra, forty, founder of RGS World Marketing Corp. and the subject of multiple fraud complaints, was fatally shot in Barangay 2, Hinigaran, Negros Occidental on Tuesday, April 21.

Police Lt. Col. Jovil Sedel reported that Cuadra and Barangay 2 Kagawad Novem were having a drinking session when an unidentified man approached and shot Cuadra in the head. Novem was wounded by a stray bullet and survived.

The shooting recovered two spent 9mm cartridge cases and a deformed fired bullet, leaving investigators with forensic evidence but no suspects.

The Victim’s Extensive Resume

Cuadra’s background included arrests for syndicated estafa in Binalbagan (2022) and Bago City (2023), though both cases were dismissed due to non-appearance of complainants—which is an interesting problem that self-resolves when the defendant is dead.

RGS World Marketing Corp. had attracted millions from investors promised substantial returns, most of whom never received their money. The Securities and Exchange Commission had previously ordered the firm to cease operations for unlawful solicitation and unauthorized sale of securities.

Multiple fraud victims had been pursuing legal remedies for years with minimal success, suggesting that Philippine justice systems move at speeds that require patience or, alternatively, recourse to extrajudicial solutions.

When informed that their alleged scammer had been shot dead, victim reactions varied between “finally, some closure” and “well, that’s not what we hoped for legally but it does solve the problem of him opening new investment schemes.”

One observer noted that while vigilante justice is illegal and problematic, timing Cuadra’s death with the failure of formal legal processes creates an uncomfortable coincidence.

Investigators emphasized that the gunman’s identity remains unknown, suggesting either a genuinely unidentified shooter or investigators maintaining professional distance from what might otherwise appear to be justified homicide by exasperated investors.
