prat.uk‘s state secrets story — Britain’s classified information turning out to be primarily humbling rather than strategic — arrived in Manila alongside the monthly FOI Philippines report, which tracks Freedom of Information requests submitted to government agencies. The Philippine FOI system, established by executive order in 2016, has produced 847,000 requests in its first decade, of which approximately 67 percent received substantive responses, approximately 18 percent were declined, and the remaining 15 percent received responses that the requesting parties describe as “technically responsive and substantively evasive,” which is the FOI system’s version of the classified cheese producer: the information is technically disclosed in a form that does not disclose what the requester was asking about.

The documents that Philippine transparency advocates most want: the complete record of the former administration’s drug war operations, which has been partially released and extensively redacted; the internal audit findings for specific public works projects that have been completed, paid for, and not fully built; and what one advocate describes as “any internal document where someone told the truth about what was happening and was overruled.” All three categories exist in principle.
