DPWH confirms 47 projects exist in a conceptual state and will remain there until an audit collapses the waveform

MANILA, PHILIPPINES – The Department of Public Works and Highways has clarified that forty-seven flood control projects listed in the current programme are not missing, delayed, or cancelled, but exist in what officials described Tuesday as a conceptual phase that is functionally indistinguishable from a strong idea.

Undersecretary Ramil Baltazar-Ocampo told reporters the projects had been unfairly characterised as absent. They are not absent, he said. They are unrealised. There is a difference and the difference is roughly three point two billion pesos.

Quantum Infrastructure Enters the Budget Vocabulary

Under the department’s revised framework, a project is understood to occupy multiple states at once. It is simultaneously built and unbuilt, funded and unfunded, inspected and never visited, and this superposition holds until a Commission on Audit team arrives, at which point the waveform collapses and the project is retroactively determined to have been a drainage study.

Dr Corazon Villamin-Reyes of the Institute for Applied Fiscal Metaphysics said the model is elegant. Under classical accounting, she said, money either purchased a canal or it did not. Under the new framework, the money purchased the possibility of a canal, and possibility is not a physical good and therefore cannot be photographed by a journalist standing in a flooded street.

She added that possibility also cannot be walked through during a typhoon, which she conceded was a limitation.

The Residents Have Been Briefed

Residents of the affected barangays were informed of the framework at a consultation held in a covered basketball court, which is the only structure in the area confirmed to have been fully constructed.

One resident, a fish vendor named Lita, asked the panel where the pumping station was. The panel responded that the pumping station had been programmed. Lita asked what programmed meant. The panel said it meant scheduled. Lita asked when. The panel said the schedule was itself under review.

Lita then observed that the water in her sari-sari store had reached the level of the second shelf during the last three storms and that the second shelf was not conceptual. Officials described this contribution as valuable input.

The Audit Trail Is Extremely Well Documented

What the projects lack in physical form they more than compensate for in paperwork. Each of the forty-seven includes a feasibility study, an environmental compliance certificate, a certificate of availability of funds, three progress reports, and a completion photograph that inspectors have flagged as being the same seawall in Bulacan photographed from eleven different angles.

Auditing procedures and government spending reports are published by the Commission on Audit, and national infrastructure programming is documented by the National Economic and Development Authority, both of which maintain records considerably more solid than the projects they describe.

Observations From the Waterline

• Every flood control project in the country is completed. It is simply completed somewhere else, usually in a photograph.
• The word desilting appears in eleven of the forty-seven reports and in none of the canals.
• A basketball court will be built in six weeks. A drainage culvert will be programmed for four years. Both are approved by the same office.
• Nobody has ever seen a ghost project. That is the defining characteristic and also, officials note, the strongest evidence that they are ghosts.
• The flooding is real. The flooding is the only element of the entire programme that has never missed a deadline.

The Weather Remains Uncooperative

Meteorological services continue to issue warnings on a schedule that is inconveniently reliable. Typhoon tracking and rainfall advisories are published by PAGASA, which has been correct with distressing consistency and which has never once described a storm as conceptual.

Baltazar-Ocampo was asked whether the projects would be built before the next rainy season. He replied that the department does not comment on hypotheticals, and when it was pointed out that the projects were themselves hypothetical, he thanked the room and left.

The Reform Package

A reform package has been announced. It contains three measures.

The first establishes a task force to identify unbuilt projects. The second establishes an oversight body to monitor the task force. The third allocates funding for both, drawn from the same programme that produced the forty-seven, which analysts have described as either a bold experiment or a closed loop, depending on how generous they are feeling.

Villamin-Reyes described the package as internally consistent. It will produce reports, she said. The reports will be excellent. They will be delivered on time. They will be printed on good paper. And in September the water will come up to the second shelf again, because the water has not read any of them.

The Certificate of Completion Has Been Issued

All forty-seven projects have received certificates of completion, signed, notarised and filed, which auditors note is technically the final step in a process whose earlier steps have not been located.

The department has argued that the certificate is a procedural instrument rather than a factual claim, and that objecting to a certificate on the grounds that the thing it certifies is absent represents a misunderstanding of what certificates are for. Pressed on the point, Baltazar-Ocampo said a certificate records that a process concluded, not that a canal exists, and that conflating the two has caused a great deal of unnecessary friction with the press.

The same confident relationship with paperwork was visible abroad when a national weather warning was upgraded to emergency status for conditions considered mild in Manila, an alert that was properly issued, correctly logged, and changed nothing about the temperature.
