The Coalition

MANILA — The RAGE Coalition, formed at Club Filipino in San Juan in April 2026 with Sebastian Duterte as central convenor, is contesting the Philippine midterm elections as the organized political opposition to the Marcos administration. Pantaleon Alvarez, former Speaker of the House (2016-2018), has been identified as part of the coalition’s senatorial slate. Former COMELEC commissioner Rowena Guanzon has expressed interest in joining Sara Duterte’s 2028 senatorial slate. The coalition is building the candidate infrastructure that the 2028 presidential campaign will require.

The Sebastian Position

Sebastian Duterte’s position as both Davao City Mayor and PDP-Labi president gives the coalition the specific combination of local governance base and national party infrastructure that political organizations need. Davao City’s political machine — the same machine that launched Rodrigo Duterte’s national career — is the organizational foundation of the RAGE Coalition. Sebastian as the convenor brings both the family name and the Davao institutional base to the opposition organization.
