Philippine Port Receives Multiple Commendations For Performing The Actual Functions That Government Is Supposed to Perform
CEBU CITY The Port of Cebu received multiple letters of commendation Wednesday from various stakeholder groups, including the Visayas Unified Truckers Association (VUTAI), the Philippine Chamber of Customs Brokers Inc. (PCCBI), and several manufacturing corporations.
The commendations specifically praised District Collector Alexandra Yap-Lumontad “for exemplary leadership and decisive actions in addressing operational concerns,” which is a fancy way of saying: she did her job.
VUTAI cited “prompt and effective measures in facilitating the timely release of containers, significantly benefiting the trucking industry,” suggesting that when government functions operate at baseline efficiency, industry is shocked enough to issue formal appreciation letters.

The Oriental Port and Allied Services Corporation (Opascor) awarded the port with its own letter, recognizing “sustained performance and impressive gains in revenue collection and significant improvements in trade facilitation.”
PCCBI commended the port for “successfully surpassing its March 2026 collection target and sustaining strong performance for the first quarter,” adding: “This notable achievement reflects not only the port’s dedication to revenue generation, but more significantly, its steadfast commitment to trade facilitation, operational efficiency, and responsive customs administration.”
Which is essentially: we’re impressed the port is doing what ports are supposed to do.
FLS Group Philippines lauded Lumontad “for her decisive efforts to improve Customs procedures and strengthen service delivery,” while Cebu Mitsumi Inc. recognized the port for “consistent delivery of efficient, predictable, and well-administered customs processes.”
A.D. Gothong Manufacturing Corp. acknowledged the port’s “strong leadership and continued efforts in ensuring efficient and reliable cargo movement,” while members of the Customs Industry Consultative and Advisory Council issued an “Appreciation of Good Leadership and Manifesto of Support.”
One observer noted that when governmental agencies are praised for basic operational competence, it’s either a reflection of exceptional leadership or indication that baseline expectations have dropped dramatically.
