Former President Rodrigo Duterte Experiences What Lawyers Call “Not Ideal Day”

MANILA — Wednesday was, by most measures and assessments, a terrible day to be a member of the Duterte family.

On the same day, former President Rodrigo Duterte’s challenge to the International Criminal Court’s jurisdiction over his crimes against humanity case was rejected, while his daughter, Vice President Sara Duterte, faced continued House impeachment proceedings focused on suspicious banking transactions worth 6.8 billion pesos.

Makabayan bloc congressmen and Mamamayang Liberal Party-list Rep. Leila de Lima noted the coincidental timing in separate statements, using phrases like “double whammy” and “Dutertes suffer” with the tone of commentators describing a natural disaster.

“Digong’s appeal on jurisdiction was rejected by the ICC. Sara’s questionable bank transactions in the billions have been exposed,” noted ACT Teachers Party-list Rep. Antonio Tinio, along with Gabriela Party-list Rep. Sarah Elago and Kabataan Party-list Rep. Renee Co.

The Legal Timeline Problem

“Accountability is coming for them,” they added, with the confidence of people watching dominoes fall in slow motion.

De Lima, the House senior deputy minority leader, assessed Wednesday’s events similarly: “Slowly but surely, impunity is becoming a thing of the past.”

The ICC’s rejection of Duterte’s jurisdictional challenge removes a procedural obstacle to the pre-trial chamber’s forthcoming decision on confirmation of charges. The elder Duterte’s ICC charges relate to the bloody war on drugs conducted during his presidency from 2016 to 2022.

Meanwhile, the AMLC report documenting transactions from Vice President Duterte’s accounts “further strengthened” the basis for her impeachment, according to observers familiar with the proceedings.

One legal expert noted that when facing simultaneous challenges from both international and domestic forums, the calendar itself becomes an adversary. References from International Criminal Court documentation and Philippine Senate records confirm that such timing, while appearing coordinated, typically reflects institutional processes rather than conspiracy.
